Hello this is very simple calculating system that will help you to set car stats like (fDragMult) (fMass) (m_fDriveForce)
(m_nDriveGears) ETC... without destroying game physics.
I wanted to adjust cars performance more realistically but we already know that GTA is not a realistic game.
Thats why we all love GTA because its not realistic and we can do everything what we want in this game ;)

> INFORMATION  <
----------------

(fDragMult) - Drag Multipler cars with low value have good areodynamics and can reach top speed very easy. (From 0.1 to 20.0 or more with very high value car will be very slow)

(fMass) - Vehicle weight in KG. (More weight = slower car but it will perform better when you want to ram a police roadblock or another car)

(m_fDriveForce) - Engine horse power. (Higher value = more horse power = better acceleration and burnouts on first 2 gears.
(From 0.01 to 0.40 or higher = safe option in GTA IV/GTA V)

(m_nDriveGears) - Number of gears that car gearbox have. (From 1 to 7 is safe adjustment for GTA IV/GTA V)

(m_fSuspensionForce) - How soft or hard car suspension is. (From 1.0 to 3.0 or more for cars and from 4.0 to 7.5 for motorcycles)

(m_fV) - Car max speed on final gear. (From 10.0 to 240.0 every GTA game from GTA III to GTA IV and probably GTA V have hardcoded speed limit to 287.9 KM/H, 178MPH.
I know it sounds stupid but thats true in GTA V the fastest car Adder have top speed set to 160.0.
In GTA IV the fastest car is Infernus with top speed set to 160.0 but it can go only around 140KM/H instead of 192KM/H (160.0)
because drag multipler is set to very high value and drive force is set to low value to prevent wheel spin.
Infernus and Turismo in GTA San Andreas have top speed set to 240.0 (287.9KM/H or 178 MPH) and they can easy reach this speed because of their low drag multipler value.

GTA have its own unique unit of speed.
Look when you are driving in Adder your top speed is only 120MPH so speedometer is not lying but speed in handling.cfg is not set to 120MPH or 192KM/H it is set to value 160.0. 
Speed in GTA handling.cfg is not measured in KM/H and MPH it is measured in something lets call it (Rockstar Units).
Yup thats something new i will show you an example before you will call me an idiot.

(GTA IV PC)

Thanks to Simple Native Trainer v6.5 i have a speedometer in GTA IV so now i can test car top speed.
Infernus have top speed set to 160.0 in handling.cfg i took Infernus to test drive but first i lowered drag multipler to value 1.0 from original 7.5
and changed drive force from original 0.25 to 0.35 the top speed is original 160.0.
This is result the engine on final gear started to revv rpms and speedometer showed 192.0/192.9KM/H or 119/120MPH.
So max speed set to 160.0 in handling.cfg is really a 192KM/H or about 120MPH +/- in game.
In next test i changed speed from 160.0 to 240.0 and once again engine started to revv rpms on final gear showing on speedometer 287.9KM/H or 178MPH. +/-
Final test i set top speed value from 240.0 to 320.0 top speed was 287.9KM/H but car reached this speed on 5th gear and engine rpm was low btw car have 5 gears.
If you will set top speed to 500.0 the car still will be limited to 240.0 units = 287.9KMH but will reach that speed on 3th gear and never be will able shift to its higher gears
because its gear ratio is very long.Gears will be set to reach 500.0 in handling.cfg but game physics will limit car speed to 240.0 (287KM/H or 178MPH)
Thats why setting top speed in handling.cfg higher than 240.0 is pointless.


(GTA V PS4/XBOX1)

Secund example fully tuned Adder and its top speed is only 192.9KM/H = 119MPH!!!
The Adder have set top speed in handling.cfg to value 160.0 just like Infernus in GTA IV.
Franklin when using his special ability can boost car top speed to 200MPH tested with fully tuned Zentorno probably GTA V speed limit is now 200MPH or 321KM/H.

Real life car: Lamborghini Miura P400 1966-69 / P400 S 1969-71 / P400 SV 1971-72

So the fastest Miura have 385HP/PS weights around 1300KG and have top speed 180MPH +
The Miura P400 SV 1972 have gearbox adjusted for 208MPH, 335KM/H and Miura P400
from 1968 weights 1292KG and gearbox is adjusted for 189MPH, 304KM/H.
Lamborghini Miura have 5 gears.

First i will adjust max speed and drag force.
Lets just say that real life MPH = Rockstar Units. (189MPH Real Life = 189.0 Rockstar Units)
Why because we are limited by game physics to 287KM/H, 178MPH = 240 Rockstar Units.(GTA III, VC , SA, LCS, VCS, IV and maybe GTA V)
Pegassi Monroe will never reach speed of 189MPH because game physics limits speed to only 178MPH, 287KM/H (Tv = 240.0 in GTA Handling.cfg)
Thats why i must scale down speed to Rockstar Units i know its not so realistic but this is not a race simulation game and i dont want to destroy cars performance balance remember game have limited speed by game engine.
If i will set Monroe top speed to 240.0 in handling.cfg that would be pretty realistic but will destroy game balance and where is the room for cars like Adder, Turismo, Zentorno those cars are faster but i cant set top speed higher than 240.0 in handling.cfg
I dont want Monroe to be the fastest car in the game so its top speed in Handling.cfg will be set to 189.0.

Pegassi Monroe original handling line Speed is set (Tv) to 150.0 (About 180KM/H or 111MPH in game tested on PS4) and Drag Force (C) is set to 6.0

Remember if you set (Tv) value to 189, 65, 255, 155 ETC.. game will work fine but better put values like that: 188.0 , 144.7 , 64.1 , 233.4 ETC...

Example 4: Drag Force From Speed + Drag Force From Weight = Car Drag Force

Now its time to set proper weight and add some drag force to Pegassi Monroe.
The drag force from speed is 3.6 because top speed on final gear is set to 189.0 (Rockstar Units)
Miura weight is 1292KG so i should add 0.2 Drag Force to Drag Force that Monroe have from its top Speed.

189.0 = 3.6 Drag Force (Speed Drag Force)
1292KG = 0.2 Drag Force (Weight Drag Force)

Speed Drag Force + Weight Drag Force = Car Drag Force
3.6 + 0.2 = 3.8

Now lets go back to Monroe handling line and change values (C) Drag Force from 3.6 to 3.8 and Weight (B) from 1200.0 to 1292.0.

Some cars/bikes have unique Drag Force value in GTA V handling.cfg

Rhino - beacuase Rhino is a tank based on German Leopard 2A3 and its very heavy about 55.000KG his original Drag Force is set to 16.0 
Dump - this giant is based on Caterpillar 789 dump truck and Drag Force is set to 74.0 thats very high value.(Real Life Weight About 265.000KG)
BMX - is a bike its very light (Real Life Weight About 10 - 12KG) its original Drag Force is set to 60.0 thats very high.

Example 5: Adjusting Proper Horse Power

Lamborghini Miura P400 SV have 385HP/PS so in handling.cfg it should look like this 0.30 because of 300HP/PS and 0.085 because of 85HP/PS left.
0.30 + 0.085 = 0.3085 or 0.30.85 both forms are correct and game will run OK with them.
If you will put 3085 instead of 0.3085 game will crash so remember 0.3085 or 0.30.85 are correct.

555HP = 0.3255 or 0.32.55
673HP = 0.3373 or 0.33.73
990HP = 0.369 or 0.36.9
460HP = 0.316 or 0.31.6

This is not Gran Turismo, Forza or Need For Speed so dont expect 400KM/H in your speedometer.

Looks like GTA V PC is using Handling.meta instead Handling.dat editing cars is little bit different.
BTW speed limit is now hardcoded to 560KM/H, 347MPH :D
This mod was created using GTA IV and transfered into GTA V dont expect realism but yeah Adder now will reach 400KM/H + fully tuned ;)
